ANSI China Program
The ANSI China Program helps to build stronger relationships between the U.S. and China in the areas of standards and conformance. As the coordinator of the U.S. standardization system, ANSI serves as a bridge in facilitating smoother communication, collaboration,
and the creation of win-win solutions between business and government stakeholders in the U.S. and China. ANSI’s rich experience helps companies and organizations open doors and expand their footprint in the Chinese market.
ANSI China Program initiatives and resources
The ANSI in China Newsletter is a resource for the latest updates on ANSI China Program activities, technical activities, policy decisions, trade matters, and other information of interest to ANSI members and partners operating in or interacting with China.
It is available in two versions: the first is written in Mandarin Chinese with content targeted toward a China-based audience of both ANSI members and partner organizations.
The second version is written in English with content targeted toward a U.S.-based audience, and is available to ANSI members only.

Policy Analysis and Facilitation: China Standardization Reform
The ANSI China Program reports on standards-related policies coming out of China with implications for ANSI members and the broader U.S. standards community. As part of this task, ANSI has been carefully monitoring the rollout of standardization reform in China.
On March 26 2015, China’s State Council released a notice outlining an ambitious plan for deepening the reform of China’s standardization system. The plan includes six measures:
- Establishing a central coordinating mechanism under the State Council;
- Streamlining and consolidating the number of mandatory standards;
- Optimizing the structure for voluntary or “recommended” standards;
- Fostering the development of “social organization standards”;
- Encouraging development of enterprise standards; and
- Improving the level of internationalization of standards.
The reform represents a significant shift from the current structure of the Chinese standards system, which emphasizes mandatory and voluntary standards for each of four different levels of standards: national, industry, local, and enterprise.
The reform will be implemented in three phases over the 2015-2020 timeframe, and key steps have already been taken.

U.S.-China Standards and Conformance Cooperation Program
In September 2015, ANSI was a awarded a contract to implement Phase IV of the U.S.-China Standards and Conformance Cooperation Program (SCCP), with sponsorship from the U.S. Trade and Development Agency (USTDA). The award follows ANSI’s successful implementation of Phase III of the U.S.-China SCCP.
Each phase of the U.S.-China SCCP calls for the organization of 20 workshops over a 3-year period in China. The workshops cover a wide range of sectors, as proposed by interested US private sector organizations. Workshop topics will be chosen in coordination with relevant industry associations, ANSI and USTDA.
